From: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
Letter advising that prior to the adoption of the Public Health Act 1848 at Leamington, the late Paving Commissioners obtained a loan from the Birmingham Fire Office of £7400 at 4 per cent per annum interest, on security of the then Paving Rate. Haymes explains that on 27 December 1853 the Leamington Local Board received notice the Birmingham Fire Office to repay the same loan, 'but have since agreed that the same shall be continued at the increased rate of 4.5 per cent interest', and that the company have requested the Local Board to execute a mortgage bearing the above increased rate of interest. He requests the sanction of the General Board to the Leamington Local Board executing a mortgage on the General District Rate for the sum of £7400.
