Haymes explains that the matter in question 'is now awaiting the measures to be adopted in reference to the restoration of the paving and street making clauses, and that the communication of Mr Wright shall be laid before the Superintending Inspector from the General Board who is about to visit Leamington respecting the amendment of the Provisional Order for applying the Public Health Act to that town'. He further acknowledges receipt of a letter dated 3 April 1854.
