Folios 225-226.
To: The General Board of Health.
From: Thomas S Wright, Leamington [Warwickshire].
Letter advising that he and his neighbours live in a part of Leamington which is neither paved, watered nor lighted. Wright complains that since the adoption of the Public Health Act at Leamington, he and his neighbours have been required to pay the same rate as those persons who reside in the parts of the district that do have the advantage of paving, lighting and watering. He enquires whether, in the opinion of the General Board, they are liable to pay the same amount of rate as those 'more advantageously placed'.
