To: Hugh Williams, Agent to the Earl of Warwick, Milverton [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 13 March 1854. It is stated in reply that the powers of the Board are limited by the Act that constitutes them, and that that Act gives no powers to the Board to introduce into a Provisional Order for Leamington such a clause as Williams seeks, for the purpose of making Milverton a part of the district of the Leamington Local Board of Health but at the same time making it, in effect, a distinct district altogether. It is advised that if the portion of Milverton in question was included in the Leamington district the Local Board, who have the power of dividing their district for all or any of the purposes of the Act and rating the divisions separately, could have power to do what Williams is calling upon the General Board to do. It is further advised that Henry Austin, Chief Superintending Inspector, will shortly be at Leamington to make an inquiry which must precede the Provisional Order, and that Williams may properly bring under his consideration the matter referred to in his letter.
