To: The General Board of Health.
From: Hugh Williams, Agent to the Earl of Warwick, Milverton [Warwickshire].
Letter enquiring whether the General Board would be willing to sanction the introduction of a clause, or clauses, into the General Board's new general orders, currently being sought by the district of Leamington, giving powers to the district of Milverton to assess its own rates, repair its own roads, maintain its own police and set up gas lamps, 'without its being drawn into the vortex of fearful expenditure now going on in Leamington'.
