To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 17 February 1854. It is stated in reply that it appears to the Board that the Public Health Act 1848 leaves 'no option as to the rate to be mortgaged for the establishment of a Market in Leamington, and that this rate must be the Special District Rate'.
