To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 14 February 1854. It is stated in reply that the Leamington Local Board do not have the power to borrow the sum required for establishing a Market on mortgage of the General District Rates, 'as establishing the Market is a permanent work and must, therefore, be paid out of the Special District Rates, and the rate mortgaged must be that applicable to the matters for which the loan is required'.
