Folio 212.
To: The General Board of Health.
From: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
Letter acknowledging receipt of a letter dated 11 February 1854, stating that the General Board would be prepared to sanction the raising of such a sum as would be necessary for the establishment of a Market within the town of Leamington. Haymes states in reply that it is the intention of the Leamington Local Board to secure the loan referred to on mortgage of the General District Rate, 'the board having no power to mortgage the tolls'. He requests to be informed whether the General Board would sanction the loan on such security if such loan were required.
