From: William Carpenter, Leamington [Warwickshire].
Letter enquiring as to the purpose and intention of the 'District Fund Account', under Section 87 of the Public Health Act 1848. Carpenter requests to be informed of what monies are to be carried to that account, how they are to be disposed of and whether they can be applied to the General District Rate account.
