To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 8 February 1854, enclosing a resolution of the Finance Committee of the Leamington Local Board of Health. It is stated in rely that the expense in question was incurred by the decision of the Leamington Local Board, and not the General Board of Health, to take the opinion of counsel on a point arising on the Provisional Order, 'which the Board had expressed their readiness to submit to the Law Officers of the Crown, and did so submit'. It is explained that 'had the Local Board been satisfied to take the opinion of the Law Officers, no such expense would have been incurred'.
