To: The General Board of Health.
From: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
Letter enclosing a copy of a resolution passed by the Leamington Local Board, calling the attention of the General Board of Health 'to the difficulty of obtaining loans at a moderate rate of interest under the powers of the General Acts' and suggesting that the General Board 'should adopt some plan by which the various sums required, during the progress of works, may be obtained until the due completion of works sanctioned by the Board'.
