To: The General Board of Health.
From: Walter Watson, Medical Officer of the Leamington District of the Warwick Union, Leamington [Warwickshire].
Letter enclosing a certificate he forwarded with a number of others to the Board of Guardians last Saturday, alerting them to the fact that water from a pump situated on certain premises owned by a John Baker and others, at Milverton, 'is foul and offensive and injurious to the health of person using the same'. Watson advises that he has been informed by the Clerk to the Guardians this morning that 'it did not occur to him, in what manner, or under what clause, the Guardians could take proceedings in the matter'. He states that he need not remind the General Board that 'impure water in a district, at the present time suffering from epidemic diseases, is a very serious evil and the case is one, therefore, of pressing importance.
