To: Henry Austin, Chief Superintending Inspector, The General Board of Health.
From: William Carpenter, Leamington [Warwickshire].
Letter returning papers relating to rules for builders, and others, adopted by certain Local Boards of Health. Carpenter states that he is 'sorry to say that the Leamington Local Board is not improved by the late election of members - in fact I think it is become more adverse to progress in the great sanitary improvement required in the town than the former Board was'. He adds that he sent in his resignation as Chairman of the Local Board yesterday.
