To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 11 July 1853. In returning the draft agreement which accompanied that letter, Haymes is informed that 'the Board cannot undertake to settle the legal instruments by which Local Boards propose to carry out their purposes under the [Public Health] Act'.
