Folio 132.
To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: The General Board of Health.
Draft letter acknowledging receipt of a letter dated 10 June 1853. It is stated in reply that 'the case submitted to Sir Fitzroy Kelly and Mr Hayes contained questions of two classes, one relating to Leamington alone, arising out of circumstances strictly local, the other arising in the case of Leamington, but not local in their character'. It is explained that 'on the former, the Board cannot undertake to procure for the Leamington Local Board the opinion of the Law Officers of the Crown', and 'on the latter, they have already obtained that opinion, on all points, as it appears to them, except the fourth, seventh and eighth [questions in the case], as to which they are willing to submit a case to the Law Officers'.
