To: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
From: Henry Austin, Chief Superintending Inspector, The General Board of Health.
Draft report on tenders for lithographing survey plans of the district of Leamington, transmitted to him by the Clerk to the Leamington Local Board of Health. Austin reports that 'it is still for the Local Board to consider whether the special circumstances which should certainly give Mr Alexander a preference are sufficient to warrant the increased cost which the acceptance of his tender would involve'. If they do not, he recommends that the tender of Mr Vincent Brooks be accepted, as he has reason to believe that he would execute the work with satisfaction.
