Within this scope were the following themes: financial and manpower control for health and social services bodies; charities and voluntary organisations; Charity Commission; Parliamentary bodies; privatisations and hiving off operations relating to health and social services; National Health Service; Government Actuary Department; Office of Population Censuses and Surveys; and the Scottish Office and Pay Review bodies serving the health and social services functions.
The CFPSS prefix denoting the 'Centrally Financed and Personal Social Services' registry theme comprised mainly health expenditure records and excluded the other expenditure areas reflected in the HIP prefix.

The records of the HIP file prefix (denoting 'Health, Information and Parliament' registry theme) was created by the Health Services Division of the Social Services and Territorial Group, founded under the overall control of the Public Services Sector. The HIP prefix was operational from late 1983 to 1989 and succeeded the ACS prefix (see T 583) and the SS file prefix (see T 227) in a combined new file prefix code.
The CFPSS prefix (denoting 'Centrally Financed and Personal Social Services') was created in late 1988 and succeeded HIP prefix. It was created by the Social Services and Territorial Group (SSTG) and there-under the 'Financial management; public services (sector)'. There were three divisions under the SSTG comprising: Social Security Division; Health Services Division; and the Territorial Division; the latter of which covered non-health related topics such as Scotland, Northern Ireland and Wales public expenditure. , Parliament Expenditure; National Audit Office; Parliamentary Commissioners for Administration; Health Commissioners; Privy Council Office; Government Actuary's Department; Cabinet Office; Charity Commission; Central Office for Information; Office of Population Censuses and Surveys; Office of the Minister for the Civil Service; and HM Treasury.
