Advance to Persia: Russian Government wish to fix interest at 9% and date of repayment 22 March 07; low rate would prejudice that on any later loan; object of fixing date to prevent Persia unduly protracting negotiations for settlement; the Russian Government want terms to be identical and ask for our views.
