Sent by Sir Francis Elliot, the British Legation, Athens.
Reports that on 24 October, he gave copy of despatch from Mr Barclay on conditions in Drama district to Greek Prime Minister, M Theotoky; also met with M Skouzès, Greek Minister for Foreign Affairs on 15 November, who blamed the Bulgarians for state of affairs, the Greeks having confined themselves to defensive and furthermore claimed passage of bands across frontier had ceased due to effective measures by Government.
