Roxburghe, about an extract of a letter from Richards at Edinburgh to the Surveyor General of Ordnance. Obliging all merchants and others that have any guns belonging to them or their vessels, to permit an inventory to be taken in order to give lists to the civil and military authorities. Brigadier Preston however did not have sufficient authority and was unaware of any such orders being given.
