- The records were originally created and stored by the Welsh Office. The National Assembly for Wales (Executive) took over custody from 1998 and the records stored in Neptune Point, Cardiff. The Welsh Assembly Government took over custody in 2007 and the records were stored with a third party contractor. In 2011 the Welsh Government took over custody of the records.

Health Policy Division was responsible for policy on hospital and the Area Health Authorities provided health services, port health services, international health, food and nutrition; co-ordination of all Health Services Wales Departments (HSWD) services for the mentally handicapped and mentally ill, Mental Health Review Tribunal for Wales, jointy financing for the AHAs and the local authorities, policy for and liaison with the Health Advisory Service , complaints procedures and general issues relating to the Health Services Commissioner, structure of the NHS in Wales, management training and responsibility for trainees in the NHS.
