Draft letter from the Poor Law Board, to T S Fletcher [Thomas Swindell Fletcher], Medical Officer to the Bromsgrove Poor Law Union, acknowledging receipt of his letter of 14 September 1863 containing his enquiry about the appointment of two medical officers to one district. The Poor Law Board objects to the appointment of two medical officers for the same district on the grounds of divided responsibility.
