Folios 212-213. Letter from the Reverend H A Woodgate of Belbroughton to the Poor Law Board, thanking them for their letter of 12 August 1863 and the circular of 9 May 1859. They are both very clear but he has not had the opportunity of referring to the cases cited. The Assessment Committee, however, refuse to be bound by the circular and refer to another one, that of 16 September 1840. [The subject referred to is rating and tithes].
