Since the series ceased to accrue the records have been in the custody of the Department of the Environment (1980-1997), the Department of the Environment, Transport and the Regions (1997-2001), the Department of Transport, Local Government and the Regions (2001-2002) and the Office of the Deputy Prime Minister.

These records have been selected as they reflect the economic, social and democratic condition of the UK, as documented by the state's dealings with individuals, communities and organisations outside its own formal boundaries (2.2.2.1 of PRO's Acquisition Policy).
The Directorate of Research and Information was set up within the Ministry of Public Building and Works in 1969. It remained the Directorate of Research and Information when, in 1970, it became the responsibility of the Department of the Environment, but following a major re-organisation of the Department's research services in 1971, it was placed within the new Directorate of Research Requirements. With the renewed independence of the Department of Transport in 1976 it became the Housing and Research Division of the Research Policy Directorate in the newly-formed Department of the Environment/Department of Transport Common Services organisation.
RC files ceased to be raised when research work was re-organised along task-based rather then subject-based lines in 1980.
