Administrative / biographical background

The OMA and OMB file prefixes were first used in 1987/88 and allocated to the Units dealing with humanitarian disaster and emergency aid. At the start of the 1992/94 file period the Units were allocated the EM prefixes.

The creating departments within the Overseas Manpower Division for these files are defined as follows:

Overseas Development Administration (ODA):

1987 to 1991 Overseas Manpower Division: Disaster and Refugee Units; 1992 to 1993 Establishment Division: Disaster and Refugee Units;1994 to 1997 Personnel and Organisation Division: Emergency Aid Department.

Department for International Development (DFID):

1998 to 2006 Conflict and Humanitarian Affairs Department.

From 2001 the remit of the Conflict and Humanitarian Affairs Department was extended to cover such issues as global conflict prevention, security sector reform, de-mining and mine clearance, arms and export licences
