Considers that Consul General Justin Alvarez has acted imprudently in arranging that Hanns Vischer, in his proposed journey from Tripoli to Nigeria, should accompany Djamil Bey, a declared "panislamist" on an expedition into the hinterland secured to France by the Anglo French Conventions.
