Description

Folios 531-532, Turkey Code 44, File 10401, Paper 26842.

Sent by Sir Arthur Nicolson, the British Embassy, St Petersburg.

Has been informed by M Bompard, French Ambassador to St Petersburg, that Mr Gwinner, Director of Deutsche Bank had left Paris without reaching any arrangement with the Ottoman Bank in regard to the Bagdad Railway and remained of the view that the line could be built without foreign assistance.
