Reports conversation with Mr Braham, "Times" correspondent at Constantinople, who had spoken with Dr Zander in Berlin; Dr Zander had stated that the Germans needed English cooperation in the Bagdad Railway and to secure it, England must control the southern section; Sir E Grey stressed that HMG desired Russian participation, not their hostility.
