Records conversation with Herr von Stumm, the German Chargé d'Affaires, about an article in the "Standard", 19 June 1906, respecting an alleged Anglo Russian agreement; von Stumm hoped that no action would be taken without first consulting German Government, which would welcome British participation but could not take the initiative.
