Sent by Sir Arthur Nicolson, the British Embassy, St Petersburg.

Reports conversation with French Ambassador to St Petersburg, M Bompard, who has not succeeded in overcoming the opposition of the Russian Minister of Finance to the idea of Russian participation in the Bagdad Railway project; believes hesitations of the Russian will take some time to overcome and asks whether he should continue to act with M Bompard?
