Description

Folios 488-496, Turkey Code 44, File 10401, Paper 20199.

Sent by Sir Arthur Nicolson, the British Embassy, St Petersburg.

Reports conversation with Russian Minister for Foreign Affairs, M Isvolsky who favoured Russian participation in the Bagdad Railway project but stated that the Minister of War and Finance had to be won over and moreover doubted the ability of Russian banks to provide funds; he stressed undesirability of railway becoming an entirely German enterprise.
