Folios 613-615. Printed form from H Fleming [Henry Fleming, Secretary to the Poor Law Board] to Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, enclosing:
Inspection of Parochial Union Schools Forms XXII. Teaching Certificate from the Committee of the Council on Education awarded to Charles Roach, Schoolmaster, and Caroline Cromwell, Schoolmistress, based on the inspection by H G Bowyer, H M Inspector of Parochial Union Schools, on 5 February 1866. The certificates show the board's estimate of the candidate's qualifications and the sums allowed from the Parliamentary Grant for teachers.
