Folio(s) 132-133. Letter from John Morgan, Mayor of Carmarthen [Carmarthenshire], concerning the scarcity of provisions in the area, and acknowledging the royal proclamation which called for 'Frugality and Economy' in the use of grain. In order to preserve the district from disorder, he suggests that the use of barley for malting should be suspended until the next harvest in Carmarthenshire, Pembrokeshire and Cardiganshire. Barley is abundant locally and could thus assure food for nine-tenths of the inhabitants. Concerning substitutes, he reports that cattle are sent to England, beans are non-existent, peas are scarce, and the local population is completely averse to rice. He adds that the export of barley should simultaneously be stopped so that maltsters could not divert their grain elsewhere.
Annotated: copy sent to the Committee of the House of Commons on the high price of provisions.
