On 28 November 2013, Jane Ellison, the Parliamentary Under-Secretary of State for Health, announced an independent review into the public health evidence on standardised tobacco packaging. On the same day she confirmed that the Government would take the opportunity to table an amendment to the Children and Families Bill to establish regulation making powers in this area. The review was led by Sir Cyril Chantler, Chairman of University College London Partners and non-executive Chairman of the Quality and Clinical Risk Committee of NHS England; also a Fellow of Kings College London and a Fellow of the Academy of Medical Sciences.
On 3 April 2014, the report of the public health review was published.
