The International Aviation Directorate of the Department of Transport was set up in 1989 and its work was divided between three divisions, which shared out responsibility for international relations and other issues: Division 2 covered relations with North and Central America, including the Caribbean; Division 3 covered relations with Europe, EEC and the International Civil Aviation Organisation; Division 1 covered relations with the rest of the world.
