Following the Whitley Report produced at the end of the First World War, the Army Council decided to apply the principles set out in the report to War Department establishments in the United Kingdom employing industrial workers.
Accordingly, a departmental committee, the War Department Industrial Council, consisting of representatives of the official and trade union sides and meeting at the War Office, was set up.
The broad aim for this Council and its subsidiary Shop, Departmental and Works or Yard Committees was to provide a recognised means of consultation between the management and the employees in the respective establishments. Also, it was to ensure that employees were given a wider interest in and greater responsibility for the conditions under which they performed their work, to ensure that agreed regulations were carried into effect and to prevent friction and misunderstanding.
The War Department Industrial Council continued in being until the creation of the unified Ministry of Defence in 1964.
