A Directorate of Signals was formed in January 1941 as part of the Department of the Chief of the Imperial General Staff and was responsible for signal equipment, signal planning, cipher policy and security, field force and line equipment, wireless services and the Army Pigeon Service.

The Director of Signals represented the War Office on the Imperial Communications Committee, Wireless Telegraphy Board, London Communications Committee and the Defence Services Line Telecommunications Board.

In 1955 the Director was re-designated Signal Officer-in-Chief, and a new Director of Telecommunications was appointed.
