To: Home Secretary.
From: John Griffin MD, Banbury, [Oxfordshire].
A letter and a petition resolved to be sent at a meeting of Banbury ratepayers. Griffin forwards the petition, it regarding the recent petition of the Banbury Local Board of Health to gain the Home Secretary's sanction to borrow £17200 to purchase the Banbury Water Works. The petitioners are against this and pray that the Home Secretary will direct a 'full and searching' inquiry into the matter. They cite their reasons for opposition as the fact that the Banbury Board are already heavily in debt, and the further loan will drive up rates. They also detail that the Banbury Water Company are liable to be subject to lawsuits from owners along the River Cherwell, which the Board would be liable for should they purchase the company. Finally, the petitioners comment that the chairman and many of the members of the Banbury Board are in fact shareholders in the water works, so they are in effect, buying and selling to themselves.
