The Manpower Intelligence and Planning Division was established within in the Manpower Services Commission in 1978. The aim of the division was to assist the Commission to develop and implement appropriate, effective, and efficient manpower policies against the background of expenditure and staffing rationalisation required by the Government. Initially responsible for policy, planning, economic forecasting, and the collation/collection of statistics, it also took on responsibility for the Commission's Secretariat. The Division was renamed the Planning and Resources Division in 1985.
