The Employment Service Division was established within the Commission in 1974. Although it was established as a statutory body (known as the Employment Services Agency or ESA), it operated as a Division alongside the Training Services Agency. In July 1978, activities and services relevant to assisting people through training and assistance were transferred to the Training Services Division. The ESA came to an end as a separate body on 31 March 1978, when it was integrated as an official Division within the Commission. The division was renamed the Employment Division in 1982.
The division's main functions centred around: the development and improvement of employment office services; occupational guidance; occupational classification and information; overseas vacancies and redundancies through the national network of Jobcentres and Employment Offices; assistance through job placements, guidance services, and employment rehabilitation; and the development of professional and executive recruitment services through a network of professional and Executive Recruitment (PER) offices. The division was also responsible for services for disabled and disadvantaged people including employment rehabilitation.
The Executive Committee was the main decision making body of the agency/division. The Committee consisted of twelve members and was headed by the Chief Executive who acted as Chairman. It was primarily concerned with determining the policies of the division and examining and reviewing overall performance.
