From: Thomas Thornton, Clerk to the Local Board of Health, Bishop Auckland [Durham].
Letter enquiring whether the completed plans and sections for the drainage of the Bishop Auckland district should be submitted by the Local Board or the Engineer and whether the personal attendance of the Engineer 'would obviate the necessity of a Superintending Inspector visiting the district for local inspection'. Thornton further enquires whether estimates of the cost of the proposed water works should accompany the plans when the latter are submitted for approval. He explains that the reason for the enquiry is that the Engineer refuses to part with the plans until he is paid the whole cost of them, and the Board hesitate to pay it before they are approved by the General Board of Health.
