From: William Illman, Providence Cottage, Bideford [Devon].
Complaint and petition against the Local Board of Health at Bideford for their failure to comply with a request to remove a lamp from an old closed up entrance to a street owned by Illman and to move it to the street's new entrance. The Board are said to have refused the application to move the lamp because Illman did not dedicate the street to the public. Illman argues, however, that the street has always been open to the public from the time it was built by his father in 1826 to the present time. Illman adds that he and his tenants have always paid their Gas Light Rates and he has always kept the whole street in repair at his own expense. He further states that accidents are constantly occurring in consequence of there being no light at the entrance to the street. A plan of Illman's street is also enclosed.
