The Division was formed in 1971 to provide advice on government support for possible future civil projects for aircraft and components but by 1974 had amalgamated with Space Division to form the Space and Air Research Division which was then responsible for technical and financial policy for both civil aircraft research and national and international space programmes. In 1977 there was further reorganization and the Research and Technology Requirements and Space Division was created which added to its remit policy for research programmes in mechanical engineering and marine technology. In 1982 the Research and Technology Requirements and Space Division was disbanded and its functions were distributed between a number of other divisions. Techncial and financial policy for civil aircraft research was absorbed by the existing Air Division. On the creation of the second Department of Trade and Industry in 1983 Air Division became responsible for all aspects of air industry including sponsorship, aircraft noise, production of and sales of military aircraft and weapons, civil aircraft export questions, market assessment and research.

The Division was responsible for the assessment of current and possible future civil aircraft, air transport systems and demonstrator programmes and it provided technical and financial advice on government support for possible future civil projects for aircraft and components and on civil aircraft research. The Division was subsequently responsible for the European Transonic windtunnel.
