Under the Rules Publication Act 1893 statutory rules and orders and statutory instruments were classified as general or local and those in the general series were required to be published, this duty being initially the responsibility of the Editor of Statutory Rules and Orders. As the original rules, orders and instruments were received by the Editor from the various departments of state or other authorities their titles were entered in the registers. The responsibility and the registers passed to the Statutory Publications Office on its creation in 1947, and to the Controller of Her Majesty's Stationery Office division in the Cabinet Office in 1996.

- The annual editions of Statutory Instruments (HMSO) include in Part III of the edition for each year a classified list of local statutory instruments, giving summary particulars of all the statutory instruments that were classified as local and were registered in the year, the instruments being grouped in classes according to their subject matter.
