Folios 472-481. To: Home Secretary.
From: Arnold Taylor, Inspector, The Local Government Act Office.
A report on an inquiry held by Taylor in Hirwaun [Glamorgan] regarding a petition from the ratepayers and owners of that place to separate themselves from the district of the Aberdare [Glamorgan] Local Board of Health. Taylor reports on the proceeding so f the inquiry and the facts surrounding the case of the petition. He recommends the petition be disrupted and rejected 'on the grounds of the illegality and informality of the parliamentary proceedings it promotes'.
