The records were created from 1983 by the Public Services (Sector), Local Government Group, Housing Environment and Property Services Division. From 1984 the Division was known as Housing and Territorial Government (Division). In 1985 the Sector was renamed as 'Financial Management: Public Services'. From 1987 the Division was renamed as Housing and Environment' (Division).
