Once registration became compulsory under the Rules Publication Act 1893, statutory rules and orders and statutory instruments were classified as general or local: the former were required by the legislation to be published, but the local rules, orders and instruments were not. A central set of local rules, orders and instruments was maintained from 1922 by central government, within the custody of various of the legal departments at different periods. Following the privatisation of the printing and publication activities of the HMSO Agency on 30 September 1996 the policy work of Her Majesty's Stationery Office, including the maintenance of the central set of local instruments, was absorbed in to the Cabinet Office as a division within the Machinery of Government and Standards Group.
