Public Corporations and Local Authority Borrowing (PCLB) was created in 1981 from the HM Treasury re-organisation. It was formed from the breakup of the Home Finance division. In 1986 it combined with PLCC (T 460) and the functions were transferred to the Public Loans and Currency [PLC] team.
