The Finance and General Group comprised two divisions: the Finance Division and the General Division.
The General Division's functions covered: matters relating to the Welsh culture and Welsh language; inter-departmental coordination in the non-economic field; tourism; reclamation of derelict land; commons registration; common land and allotments; caravan sites; gypsies; National Parks; Countryside; Historic Buildings Council for Wales; listing of buildings of special architectural and historical interest.
By 1983 an Ancient Monuments and Historical Buildings Division had been created under the Welsh Office Establishment Group but the title of the Division changed in 1984 to CADW: Welsh Historic Monuments.
