Administrative / biographical background

Sir Richard William Barnes (Otto) Clarke was born in 1910. At the outbreak of the Second World War he served successively in the Ministries of Information, Economic Warfare, and Supply and Production. In 1945 he joined HM Treasury; during his twenty one years in the department he made a number of outstanding contributions, including chairing the official programmes committee (dealing mainly with the UK balance of payments), planning the UK response to the Marshall Plan, and control and management of the public expenditure survey committee.

From 1966 to 1970 he was Permanent Secretary at the Ministry of Technology
